Jacob Peterson, (Charlie Sheen) a macho cop who lives on the edge has finally hit rock bottom. His partner Paul Faraci, (Mark Dacascos) has been seriously injured in a shoot-out with a group of drug dealers. In that battle Jacob kills one of the leaders of the gang, (Joe Lando).

Recently divorced and the father of a five-year-old daughter, Jacob has moved back home to live with his parents, (Martin Sheen & Sharon Gless) along with his younger brother David, (Ramon Estevez). On the evening of his young daughter's birthday party, David uses the event to announce his 'coming out' which is the icing on the cake for Jacob. After a heated argument David storms out and later that night is brutally beaten by Cameron Stone, (Bret Michaels) and his gang.
